The comment of the first picture is wrong.
The bike lane is on left, it’s hard to drive on it.
The car was not on the bike lane but on a parking lot.
Look under the car, the letters PAYANT, That means it’s a place you have to pay for. And all the street is empty (it never happens in Paris;-)).
It was probably because there will be a protest march or a special event and the city of Paris need to empty the streets.

Not sure where to put this comment, but this post was the most recent ‘drought’ tag. While coming into Los Angeles today, I was disappointed to see lots of irrigation along the highway (605-N?). None of what was being watered looked like it was especially in need or any water, or looked especially nice to begin with – just nondescript green patches.
